The 6G Global Summit took place on 8 – 9 May as a hybrid event, hosted by the Communications Authority at the Hopewell Hotel in Hong Kong. This was the first time this global event was held in the Asia Pacific region.
The 6G Global Summit brought together top-level industry and policy representatives from all around the world to explore the path to 2030 and the challenges and opportunities that lie ahead. Early visions and research on future 6G technologies and requirements was discussed, along with the key drivers, applications and use cases that are emerging. Algernon Yau, JP, Secretary for Commerce and Economic Development, Hong Kong Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2022. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of intellectual property and consumer protection to boosting inward investment.
Before joining the Government, Mr Yau held key managerial positions in the aviation and logistics sector. He was Chief Executive Officer of Greater Bay Airlines, and prior to this, Chief Executive Officer of Cathay Dragon, Executive Director of Cathay Pacific Board, and Director Service Delivery of Cathay Pacific. Mr Yau managed different aspects of business operations throughout his career in the private sector, and also served on various advisory bodies of the Government.

Uwe Löwenstein, Counsellor, ITU-R SG 5, ITU Uwe Löwenstein joined ITU in April 2020 as Counsellor for ITU-R Study Group 5 (Terrestrial Services) in the Radio Communications Bureau (BR) of ITU-R.
Before joining the United Nations, he worked for more than 20 years at Telefónica (o2) Germany, starting there in 1997, when “VIAG Interkom” built up the 4th GSM network in Germany. Based in Munich, he was responsible for the Telefónica activities in terms of spectrum management, frequency coordination and Electro-Magnetic Compatibility (EMC). In his role, he supported the Telefónica local operating businesses in their representation towards the national Regulatory Authorities (BNetzA) and participated at the German UMTS auction (2000), the 4G/LTE-auction (2010 & 2015) as well as the 5G-auction in 2019. Furthermore, he was the Telefónica representative at ITU-R WP5D and ECC/CEPT PT1 (both responsible for IMT) and member of the German delegation at WRC-03 / WRC-07 / WRC-12 / WRC-15 and WRC-19.
Jenkin Suen, Chairman, Communications Authority, Hong Kong, China Mr Jenkin Suen has been appointed as the Chairman of the Communications Authority, a unified regulatory body overseeing the converging telecommunications and broadcasting sectors in the Hong Kong Special Administrative Region (HKSAR) since April 2025.
Mr Suen has also been appointed as the Recorder of the Court of First Instance of the High Court in the HKSAR since August 2024. He is also currently the Chairman of the Copyright Tribunal and the Pharmacy and Poisons Appeal Tribunal, the Deputy Chairman of the Administrative Appeals Board, and a member of the Criminal and Law Enforcement Injuries Compensation Boards, the Air Transport Licensing Authority and the Higher Rights Assessment Board in the HKSAR.
Mr Suen obtained his LL.B. and P.C.LL. from the University of Hong Kong in 1999 and 2000 respectively. He further acquired a Bachelor of Civil Law degree from the University of Oxford in the United Kingdom in 2001 and a Master of Arts degree from the University of Hong Kong in 2013. He was called to the Hong Kong Bar in 2004 and appointed as Senior Counsel in 2019, and has been in private practice in the HKSAR since 2004.
Chaucer Leung, JP, Director-General of Communications, Office of the Communications Authority, Hong Kong, China Chaucer Leung has been appointed Director-General of Communications of the Government of the Hong Kong Special Administrative Region since July 2019. Mr. Leung heads the Office of the Communications Authority and is the ex-officio member of the Communications Authority which is the unified regulator for both telecommunications and broadcasting sectors in Hong Kong. The portfolio of Mr. Leung covers licensing matters for telecommunications and broadcasting sectors, management of radio spectrum, enforcement of the provisions safeguarding market competition and fair trade practices, as well as giving advice to the Government with regard to telecommunications and broadcasting matters.
Mr. Leung is also appointed as the Director of Films, Newspapers and Articles Administration and is responsible in that capacity for enforcing the Control of Obscene and Indecent Articles Ordinance as well as acting as the Film Censorship Authority and the registrar of newspapers.
Philip Marnick, General Director, TRA Bahrain Philip Marnick is the General Director of the Telecommunications Regulatory Authority (TRA). He was appointed early January 2022 by the Members of the Board, to assume the position, paving the way for a more effective regulatory framework by continuing the evolution of the telecom sector liberalization.
Mr Marnick leads the TRA, including the development of consumer protection initiatives and resolving disputes. The TRA develops regulatory rules that promote competition, innovation, and investment in broadband services and facilities, as well as developing a more comprehensive and competitive framework that aligns with international best practices. Ensuring that Bahrain remains a center of innovation and that its telecommunications sector serves everyone while supporting Bahrain’s strategic objectives.
Before assuming his role at the TRA, Mr Marnick managed and directed at Ofcom in the UK, where he was the Group Director of Spectrum responsible for all aspects of UK national and international spectrum management – from strategy to delivery including awards, clearance and enforcement. Mr Marnick has worked in the telecommunications sector for over 30 years. He has served as a senior executive in technology, operations, and strategy. Mr Marnick has worked in both start-ups (from inception to sale) and major corporations, in firms such as UK Broadband, O2, Orange, BT, J-Phone in Japan (now Softbank Mobile), Extreme Mobile, and SpinVox (now Nuance).
From analogue to 5G, he has engaged across every mobile generation. Throughout his carrier he has been at the forefront of industry developments – in both fixed and mobile. He has collaborated on the first deployments of mobile networks utilizing new technologies and standards, this has also included innovative products such as the first camera phone and photo messaging service, as well as mobile internet and hosted voice services.
Takehiro Nakamura, Chief Standardization Officer, NTT Docomo Mr. Takehiro Nakamura is now Chief Standardization Officer in NTT DOCOMO, Inc. Mr. Nakamura has been engaged in R&D and the standardization activities for advanced radio and network technologies of W-CDMA, HSPA, LTE/LTE-Advanced, 5G and 6G, and engaged in strengthening inter-industry collaboration. He has been contributing to standardization activities in ARIB, ITU and 3GPP since 1997, including as vice chair and chair of 3GPP TSG-RAN from 2005 to 2013.
Currently, he plays important roles to promote and accelerate 5G and 6G in Japan and globally as the Acting Chairman of Strategy & Planning Committee and the leader of Millimeter wave Promotion Ad Hoc of 5G Mobile Communications Promotion Forum(5GMF), the leader of Cellular System Task Group of ITS Info-communications Forum, the leader of White Paper Subcommittee in Beyond 5G Promotion Consortium in Japan and the Board member of 5G-ACIA.
Aleksander Soltysik, Attaché, Permanent Representation of Poland & Chair, Working Party on Telecommunications and Information Society in the Council, PL PCY, Chair, RSPG ALEKSANDER SOŁTYSIK is an attaché for the telecommunication sector in the Permanent Representation of Poland to the European Union and represents Ministry of Digital Affairs in the Council of the European Union. The main responsibilities are matters regarding radio spectrum, gigabit infrastructure, artificial intelligence and Digital Decade. Currently he is the Chair of the Radio Spectrum Policy Group – a high-level advisory group that assists the European Commission in the development of radio spectrum policy. He is also an outgoing co-rapporteur of the RSPG Working Group on Peer Review and Member State cooperation on authorizations and awards, which is responsible for annual reports on the implementation of the art. 35 of the European Electronic Communications Code. Aleksander was the Head of International Telecommunication Unit at the Ministry of Digital Affair, engaged in the International Telecommunication Union’s and CEPT matters, mainly focusing on the preparations for the World Radiocommunication Conferences. He was a Kosciuszko Foundation scholar at the Hoover Institution, Stanford University and hold a PhD degree from the Jagiellonian University in Cracow.
Saneh Saiwong, Principal Engineering Expert, NBTC Thailand Mr. Saneh Saiwong is currently responsible for overall supervision and implementation of policy and strategy development activities for spectrum and satellite management in Thailand. He carries out and manages spectrum/satellite policy and planning, spectrum engineering, and international and national spectrum/satellite coordination.
He has been a regular participant in ITU conferences and meetings, notably WRC and relevant ITU-R Study Groups/Working Parties. He is also active in regional groups and forums such as APT and ASEAN on matters relating to spectrum management and in bilateral coordination schemes, covering both terrestrial and satellite issues.
Prior to joining NBTC, he worked with a private company engaging in satellite communications and later joined government agencies for which his roles and responsibilities encompassed a wide range of standardization, monitoring, licensing and policy and strategy development. He received his Master Degree in Electrical and Computer Engineering from University of Massachusetts Amherst, USA in 1996 and Bachelor Degree in Telecommunications Engineering from King Mongkut’s Institute of Technology Ladkrabang (KMITL), Thailand in 1993.
Rahim Tafazolli, Regius Professor of Electronic Engineering & Mobile and Satellite Communications, University of Surrey Regius Rahim Tafazolli, is the only Regius Professor in Electronic Engineering.
He is Fellow of Royal Academy (FREng), Fellow of IET, Fellow of WWRF (Wireless World Research Forum).
He is a professor of Mobile and Satellite Communications at the Surrey University in the UK and is the founder/director of the world’s first 5G Centre, 5G Innovation Center in 2012 and director of UK’s first Centre on 6G, 6GIC in 2020. He advises many international industries and governments including UK Governments and local council.
5GIC was winner of the 2021 Royal Academy of Engineering for the best research centre in the UK for working with industry

Dr Ross Bateson, Special Adviser, GSMA Ross is a long-term special adviser to the GSMA on government affairs across a number of issues affecting mobile broadband growth. He fulfils this role through his consultancy business RB Communications. Prior to this Ross worked at Access Partnership where he served as a director charged with government affairs and as a financial analyst for the mobile and satellite industries at TelecomFinance.
Luigi Ardito, Global Spectrum Team, GSA Luigi Ardito is currently working as Director of government affairs for Europe, Middle East and North Africa at Qualcomm and drives the Qualcomm spectrum and regulatory policy agenda in Europe and MENA dealing with various government entities and industry organizations.
Prior to joining Qualcomm, Luigi worked for over a decade at Sony Corporation both in Japan and in the UK. Luigi also gained professional experience at France Telecom and at the Italian Public Broadcaster RAI.
Luigi has extensive experience in the Media and Telecom industry as well as the Semiconductor Industry gained through his assignments at Qualcomm, Sony, France Telecom and RAI. He holds an Electronic Engineering Degree gained at the Politecnico di Torino in Italy and a Master of Business Administration gained at the Henley Management College in the UK.
Tassos Lyratzis, Co-chair, Sub-group of 6G Development, RSPG Dr. Tassos Lyratzis is an Electrical & Computer Engineer and holds a PhD in the field of Telecommunications & Computer Networks (1994). During his PhD studies, he worked as a specialist in Telecommunications in various European research projects.
He is working in EETT since 2001, in the Spectrum Directorate. He has been the Head of the Spectrum Management Department (2003-2006) when EETT was involved in the Spectrum Management of the Olympic Games of Athens in 2004. Since 2011 he is Head (Director) of Spectrum Division of EETT. He participates in international activities in European Union Regulatory bodies like the Radio Spectrum Committee (2003-2006) and the Radio Spectrum Policy Group (2011 – today).
In 2016 he became the co-rapporteur for the Working Group 5G “Spectrum related aspects for next-generation wireless systems (5G)” in RSPG.
Jose Arias, Head of Global Policy and Regulatory Affairs, Nokia José Arias is an advocate, strategist, and advisor to the Nokia Leadership Team in public policy, technology regulation, connectivity, and digitalization to enable respective portfolio and business strategies.
José previously was Head of Government Affairs for LATAM North & the Caribbean in Nokia, former General Director of Spectrum Planning, and Director of Wireless Technologies at the Mexican regulator, where he held several leadership roles in international organizations, including Chair of the Terrestrial Services Committee at ITU, and worked in Alcatel-Lucent in the fields of business development, corporate strategy, pre-sales, and wireless network design.
José has a Master’s Degree in Business Administration, a Master’s Degree in Regulation and Economic Competition, and an Engineering in Communications and Electronics.
Jolly Wong, Honorary Advisor, Communications Association of Hong Kong Dr Jolly Wong is a technology consultant, strategic adviser and independent non-executive member to boards on innovation framework, cybersecurity, mission-critical communications, AI, digital transformation, and smart data analytics.
He served as the Assistant Commissioner for Police (Acting) and Chief Technology Officer of the Hong Kong Police Force. Jolly is an Honorary Adviser of the Communications Association of Hong Kong and an independent technology consultant on the Private 5G use cases for the Airport Authority Hong Kong, now advising Hongkong Electric and ATAL Engineering Group on strategic technology businesses.
He is a Policy Fellow for the Center of Science and Policy at University of Cambridge and a Visiting Professor for the Shanghai University (Institute of Smart City), and Beijing University of Posts and Telecommunications (School of Telecommunications Management). Jolly is currently attaching to the Macao University of Science and Technology as a Guest Professor advising on the Outcomes-based accreditation process and responsible use of AI in education and ethical governance.

Yasmine Frizlen, Consultant, NERA Yasmine Frizlen is an Consultant at NERA, a leading economic consultancy that has been involved in spectrum policy for over 35 years. Yasmine has supported regulators and private companies on all five continents, with projects involving the design and implementation of spectrum auctions, valuation and pricing of radio spectrum, legal disputes involving spectrum, and studies on the application of economics to spectrum management. She co-authored a chapter on spectrum pricing in NERA’s new book: Round-by-Round: Learnings form the First 35 Years of Spectrum Auctions.

Tony Quek, Director, Future Communications R&D Programme, Singapore University of Technology and Design Tony Q.S. Quek received the B.E. and M.E. degrees in Electrical and Electronics Engineering from Tokyo Institute of Technology, respectively. At Massachusetts Institute of Technology, he earned the Ph.D. in Electrical Engineering and Computer Science. Currently, he is the Cheng Tsang Man Chair Professor with Singapore University of Technology and Design (SUTD) and ST Engineering Distinguished Professor. He also serves as the Head of ISTD Pillar, Director for Future Communications R&D Programme, Sector Lead for SUTD AI Program, and the Deputy Director of SUTD-ZJU IDEA. His current research topics include wireless communications and networking, 6G, network intelligence, non-terrestrial networks, and open radio access network.
Dr. Quek has been actively involved in organizing and chairing sessions and has served as a TPC member in numerous international conferences. He is currently serving as an Area Editor for the IEEE Transactions on Wireless Communications. He was an Executive Editorial Committee Member of the IEEE Transactions on Wireless Communications, an Editor of the IEEE Transactions on Communications, and an Editor of the IEEE Wireless Communications Letters.
Dr. Quek received the 2008 Philip Yeo Prize for Outstanding Achievement in Research, the 2012 IEEE William R. Ross Murch, Chair Professor, Department of Electronic and Computer Engineering, Hong Kong University of Science and Technology Prof. Ross Murch is a Chair Professor in the Department of Electronic and Computer Engineering (ECE) and an IAS Fellow in the Institute of Advanced Study both at the Hong Kong University of Science and Technology (HKUST). He is also the founding Editor-in-Chief of the IEEE Journal of Selected Topics in Electromagnetics, Antennas and Propagation and its inaugural issue is on integrated sensing and communication (ISAC) and it is scheduled to be published in Q4, 2025. Prof. Murch’s research focus is creating new RF wave technology for making a better world. His unique expertise lies in his combination of knowledge from both electromagnetics and wireless communication systems and he has published widely in both areas. He became a Fellow of IEEE for his “Contributions to Multiple Antenna Systems for Wireless Communication” in 2010. He is also a Fellow of HKAE, NASI, IET, HKIE and in 2023 he won the IEEE Communications Society Wireless Technical Committee Recognition Award. He was also an Area Editor for IEEE Transactions on Wireless Communications and a Guest Editor for IEEE Proceedings. Prof. Murch also enjoys teaching and has won several teaching awards. He has served IEEE in several roles and has been Department Head of ECE@HKUST from 2009-2015. Chris Woolford, Director of International Spectrum Policy, Ofcom Chris Woolford is Ofcom’s Director of International Spectrum Policy where his responsibilities cover the UK’s international spectrum interests, especially in relation to the ITU, CEPT and EU. He is a member of Ofcom’s Spectrum Executive Team and Strategy Steering Group.
Chris is active in various European spectrum committees and currently represents the UK on the Radio Spectrum Policy Group (RSPG). He has closely engaged for the UK on a number of key European and international spectrum initiatives and led the UK delegations to WRC-15 and WRC-12.

Peng Zhao, Vice President Policy & Regulatory, GSOA Peng is the Vice President of Policy & Regulatory at GSOA, where he leads advocacy efforts around spectrum management, licencing, and national policy initiatives. Previously at Eutelsat OneWeb, Peng shaped licencing frameworks for Low Earth Orbit constellations and satellite regulatory procedures for WRC-23. Alex Orange, VP Technology and Spectrum, Omnispace As vice president of Technology and Spectrum Alex directs Omnispace’s technology and spectrum regulatory agenda and oversees its relationship with government and regulatory agencies across the Asia Pacific Region. Alex works with Ministries, policy makers and independent regulators on radio spectrum matters and regulations for MSS satellite communications and their intersection
with mobile broadband wireless access systems such as 5G and Wi-Fi. Angeliki Alexiou, Professor, Department of Digital Systems, University of Piraeus Angeliki Alexiou is a professor of Broadband Communications Systems at the department of Digital Systems, ICT School, University of Piraeus, Greece. She received the Diploma in Electrical and Computer Engineering from the National Technical University of Athens in 1994 and the PhD in Electrical Engineering from Imperial College of Science, Technology and Medicine, University of London in 2000.
Since May 2009 she has been a faculty member at the Department of Digital Systems, where she conducts research and teaches undergraduate and postgraduate courses in Broadband Communications and Advanced Wireless Technologies. Philip Marnick, General Director, TRA Bahrain Philip Marnick is the General Director of the Telecommunications Regulatory Authority (TRA). He was appointed early January 2022 by the Members of the Board, to assume the position, paving the way for a more effective regulatory framework by continuing the evolution of the telecom sector liberalization.
Mr Marnick leads the TRA, including the development of consumer protection initiatives and resolving disputes. The TRA develops regulatory rules that promote competition, innovation, and investment in broadband services and facilities, as well as developing a more comprehensive and competitive framework that aligns with international best practices. Ensuring that Bahrain remains a center of innovation and that its telecommunications sector serves everyone while supporting Bahrain’s strategic objectives.
Before assuming his role at the TRA, Mr Marnick managed and directed at Ofcom in the UK, where he was the Group Director of Spectrum responsible for all aspects of UK national and international spectrum management – from strategy to delivery including awards, clearance and enforcement. Mr Marnick has worked in the telecommunications sector for over 30 years. He has served as a senior executive in technology, operations, and strategy. Mr Marnick has worked in both start-ups (from inception to sale) and major corporations, in firms such as UK Broadband, O2, Orange, BT, J-Phone in Japan (now Softbank Mobile), Extreme Mobile, and SpinVox (now Nuance).
From analogue to 5G, he has engaged across every mobile generation. Throughout his carrier he has been at the forefront of industry developments – in both fixed and mobile. He has collaborated on the first deployments of mobile networks utilizing new technologies and standards, this has also included innovative products such as the first camera phone and photo messaging service, as well as mobile internet and hosted voice services.

Uwe Löwenstein joined ITU in April 2020 as Counsellor for ITU-R Study Group 5 (Terrestrial Services) in the Radio Communications Bureau (BR) of ITU-R.
Before joining the United Nations, he worked for more than 20 years at Telefónica (o2) Germany, starting there in 1997, when “VIAG Interkom” built up the 4th GSM network in Germany. Based in Munich, he was responsible for the Telefónica activities in terms of spectrum management, frequency coordination and Electro-Magnetic Compatibility (EMC). In his role, he supported the Telefónica local operating businesses in their representation towards the national Regulatory Authorities (BNetzA) and participated at the German UMTS auction (2000), the 4G/LTE-auction (2010 & 2015) as well as the 5G-auction in 2019. Philip Marnick is the General Director of the Telecommunications Regulatory Authority (TRA). He was appointed early January 2022 by the Members of the Board, to assume the position, paving the way for a more effective regulatory framework by continuing the evolution of the telecom sector liberalization.
Mr Marnick leads the TRA, including the development of consumer protection initiatives and resolving disputes. The TRA develops regulatory rules that promote competition, innovation, and investment in broadband services and facilities, as well as developing a more comprehensive and competitive framework that aligns with international best practices. Ensuring that Bahrain remains a center of innovation and that its telecommunications sector serves everyone while supporting Bahrain’s strategic objectives.
Before assuming his role at the TRA, Mr Marnick managed and directed at Ofcom in the UK, where he was the Group Director of Spectrum responsible for all aspects of UK national and international spectrum management – from strategy to delivery including awards, clearance and enforcement. Mr Marnick has worked in the telecommunications sector for over 30 years. He has served as a senior executive in technology, operations, and strategy. Mr Marnick has worked in both start-ups (from inception to sale) and major corporations, in firms such as UK Broadband, O2, Orange, BT, J-Phone in Japan (now Softbank Mobile), Extreme Mobile, and SpinVox (now Nuance).
From analogue to 5G, he has engaged across every mobile generation. Throughout his carrier he has been at the forefront of industry developments – in both fixed and mobile. He has collaborated on the first deployments of mobile networks utilizing new technologies and standards, this has also included innovative products such as the first camera phone and photo messaging service, as well as mobile internet and hosted voice services.
ALEKSANDER SOŁTYSIK is an attaché for the telecommunication sector in the Permanent Representation of Poland to the European Union and represents Ministry of Digital Affairs in the Council of the European Union. The main responsibilities are matters regarding radio spectrum, gigabit infrastructure, artificial intelligence and Digital Decade. Currently he is the Chair of the Radio Spectrum Policy Group – a high-level advisory group that assists the European Commission in the development of radio spectrum policy. He is also an outgoing co-rapporteur of the RSPG Working Group on Peer Review and Member State cooperation on authorizations and awards, which is responsible for annual reports on the implementation of the art. 35 of the European Electronic Communications Code. Aleksander was the Head of International Telecommunication Unit at the Ministry of Digital Affair, engaged in the International Telecommunication Union’s and CEPT matters, mainly focusing on the preparations for the World Radiocommunication Conferences. He was a Kosciuszko Foundation scholar at the Hoover Institution, Stanford University and hold a PhD degree from the Jagiellonian University in Cracow.
José Arias is an advocate, strategist, and advisor to the Nokia Leadership Team in public policy, technology regulation, connectivity, and digitalization to enable respective portfolio and business strategies.
José previously was Head of Government Affairs for LATAM North & the Caribbean in Nokia, former General Director of Spectrum Planning, and Director of Wireless Technologies at the Mexican regulator, where he held several leadership roles in international organizations, including Chair of the Terrestrial Services Committee at ITU, and worked in Alcatel-Lucent in the fields of business development, corporate strategy, pre-sales, and wireless network design.
José has a Master’s Degree in Business Administration, a Master’s Degree in Regulation and Economic Competition, and an Engineering in Communications and Electronics.
Peng serves as the Vice-President of Policy & Regulatory at GSOA, where he spearheads advocacy efforts in critical policy and regulatory domains, including spectrum management, market access, and national policy initiatives. With a rich background in the telecommunications sector and expertise across mobile and satellite industries, he’s been advising governments and telecom industry globally.
Before joining GSOA, Peng played a pivotal role at Eutelsat OneWeb in shaping international regulatory and policy frameworks, focusing on delivering satellite licensing structures to accommodate Low Earth Orbit (LEO) constellations, and tailoring satellite regulatory procedure during WRC-23. Prior to this, at GSMA, Peng was responsible for the global campaign aimed at optimizing spectrum licensing conditions for mobile operators worldwide. He led a diverse team of policy experts across developing markets, engaging policymakers and regulators to advocate for industry best practices in telecom policy.
Peng holds a Master’s degree in Telecommunication from the Swiss Federal Institute of Technology of Lausanne, complemented by an Executive MBA from the London Business School. Peng is fluent in English, Mandarin, and French.
Dr. Madhusanka Liyanage is an Assistant Professor/Ad Astra Fellow and Director of Graduate Research at the School of Computer Science, University College Dublin, Ireland. He is also acting as a Adjunct Professor at the University of Oulu, Finland, University of Ruhuna, Sri Lanka and the University of Sri Jayawardhanepura, Sri Lanka. He received his Doctor of Technology degree in communication engineering from the University of Oulu, Oulu, Finland, in 2016. He was also a recipient of the prestigious Marie Skłodowska-Curie Actions Individual Fellowship and Government of Ireland Postdoctoral Fellowship during 2018-2020.
In 2020, he received the “2020 IEEE ComSoc Outstanding Young Researcher” award by IEEE ComSoc EMEA. In 2021 and 2022, he was ranked among the World’s Top 2% Scientists (2020 and 2021) in the List prepared by Elsevier BV, Stanford University, USA. Also, he was awarded an Irish Research Council (IRC) Research Ally Prize as part of the IRC Researcher of the Year 2021 awards for the positive impact he has made as a supervisor. In 2022, he received “2022 The Tom Brazil Excellence in Research Award” by SFI CONNECT Center. Moreover, Madhusanka received a Special Commendation for IRC Early Career Researcher of 2022 by Irish Research Council, Ireland.
Dr. Liyanage’s research interests are 5G/6G Security, Blockchain, Artificial Intelligence (AI), Explainable AI and Federated Learning (FL)security, Network Slicing, Internet of Things (IoT) and Multi-access Edge Computing (MEC). He has co-authored over 150 publications, including three authored books, four edited books and several patents in mobile network security domain. He is also an expert consultant at European Union Agency for Cybersecurity (ENISA) and a Funded Investigator of Science Foundation Ireland CONNECT Research Centre, Ireland. Moreover, he is an expert reviewer at different funding agencies in Europe, Asia and Oceania regions.

Dr Eddy Chiu is a Senior Director of Communications Technologies R&D with over 15 years of experiences ranging from basic research to product development as well as commercialization and consultancy services. Dr Chiu’s R&D focus includes 1) base station and terminal solutions for cellular network and non-terrestrial network; 2) communications, navigation, and surveillance technologies for low-altitude economy; and 3) wireless communications network design, deployment, and use cases. Dr. Chiu is a Senior Member of the IEEE, the Vice Chair of the IEEE Hong Kong Section in 2022 and 2023, and the Treasurer of the IEEE Hong Kong Section in 2020 and 2021.
Havish Koorapaty has B.S., M.S., and Ph.D. degrees in Computer Engineering from North Carolina State University. He has more than 25 years of experience with Ericsson, where he has worked in the general area of wireless communications systems including cellular and satellite systems. His work spans a wide range of topics including error control coding, location determination and tracking, mobile phone systems engineering, 4G and 5G broadband wireless system design, wireless backhaul solutions, energy efficiency, spectrum sharing and small cells. He has over 250 technical papers and patents in these areas and was the recipient of the Ericsson Inventor of the Year award in 2016.
Havish has represented Ericsson in standardization efforts in the 3GPP, ATIS, TIA, IEEE, ETSI and O-RAN standardization bodies. He has been involved in standardization efforts in 3GPP for 5G NR and LTE including serving as the rapporteur for the licensed-assisted access study and work items. He was the recipient of the 3GPP Excellence Award in 2015. Havish served as a vice-chairman in 3GPP RAN1 from November 2017 to November 2021 and as a founding co-chair for the O-RAN next Generation Research Group (nGRG) from July 2022 to October 2023. He currently works on 6G systems, serving as the technical coordinator for Ericsson’s contributions to the ATIS Next G Alliance as well as monitoring 6G initiatives globally. He is a co-chair of the Steering Group in the Next G Alliance as well as a co-chair of the ATIS Open RAN Committee.
Prior to joining GSA, Adrian Scrase worked within the European Telecommunications Standards Institute (ETSI) from 1992, serving as Chief Technical Officer from 2003. He played an active role in the creation of 3GPP and was responsible for operational support to that project from 1999 until 2023. He has extensive experience in the operation and management of international standardisation activities and in the setting of strategies that ensure the success of those activities. Before joining ETSI, he worked within the UK Government on Radio Regulation and International Standardization matters. Adrian is a Visiting Professor at Surrey University, UK, and a Fellow of the Wireless World Research Forum (WWRF).
Dr. Muhammad Alrabeiah is a wireless technologies researcher, assistant professor, and advisor. He works as a research and innovation advisor to the communication, space, and technology commission of Saudi Arabia. His contributions in that role are of strategic and technical nature; he works on enabling the adoption of innovative wireless solutions and emerging wireless technologies within the Saudi telecom industry through the development of strategic initiatives. He also lends his technical expertise to various CST departments and advises them on matters related to the regulation of the local telecom industry.
In addition to his role at CST, Dr. Alrabeiah holds an assistant professor position in the faculty of engineering at King Saud University (KSU), Riyadh, Saudi Arabia, where he contributes to the research and development of the field of wireless communications. His contributions to the field have been published in top-tier journals and conferences, and they have earned him a spot on Stanford’s 2023/24 list of top-2% most-cited engineering researchers.

Dr. Chung is the Head of Technology & Strategy in the Group CTO Office at PCCW-HKT Group, where he leads the organization’s technology roadmap and strategic development. He also serves as a board member of Lynx Analytics, representing the group.
Before joining HKT/PCCW, Chung contributed to the Big Data/AI strategy at Telstra, as well as its international growth strategy. Prior to his time at Telstra, Chung was an Associate Partner at Cluster Technology Limited, which provides professional services and solutions in high-performance computing, machine learning, big data, and public cloud to the Greater China market. In 2008, Chung joined McKinsey & Company in the Hong Kong office. He holds a DPhil in Information Engineering from the University of Oxford and was a recipient of the Croucher Foundation Scholarship for his research in wireless ad-hoc networks. Chung also holds a BEng and MPhil in Information Engineering from the Chinese University of Hong Kong.
Mr. Saneh Saiwong is currently responsible for overall supervision and implementation of policy and strategy development activities for spectrum and satellite management in Thailand. He carries out and manages spectrum/satellite policy and planning, spectrum engineering, and international and national spectrum/satellite coordination.
He has been a regular participant in ITU conferences and meetings, notably WRC and relevant ITU-R Study Groups/Working Parties. He is also active in regional groups and forums such as APT and ASEAN on matters relating to spectrum management and in bilateral coordination schemes, covering both terrestrial and satellite issues.
Prior to joining NBTC, he worked with a private company engaging in satellite communications and later joined government agencies for which his roles and responsibilities encompassed a wide range of standardization, monitoring, licensing and policy and strategy development. He received his Master Degree in Electrical and Computer Engineering from University of Massachusetts Amherst, USA in 1996 and Bachelor Degree in Telecommunications Engineering from King Mongkut’s Institute of Technology Ladkrabang (KMITL), Thailand in 1993.
The transition from one generation of connectivity to the next is never without debate, and the move toward 6G is no exception. This panel will explore whether 6G will bring about a revolutionary shift requiring entirely new hardware and network architecture, evolve as a software-driven upgrade building on 5G foundations, or whether the reality may be somewhere in the middle. With operators wary of the financial burden of another large-scale equipment replacement, it will address the extent to which new radio interfaces and innovative hardware will be necessary; as well as examining the potential to simplify 6G network architectures to reduce deployment costs and shorten time-to-market. Will 6G be an evolution of 5G or a true revolution in the connectivity landscape?

Angeliki Alexiou is a professor of Broadband Communications Systems at the department of Digital Systems, ICT School, University of Piraeus, Greece. She received the Diploma in Electrical and Computer Engineering from the National Technical University of Athens in 1994 and the PhD in Electrical Engineering from Imperial College of Science, Technology and Medicine, University of London in 2000.
Since May 2009 she has been a faculty member at the Department of Digital Systems, where she conducts research and teaches undergraduate and postgraduate courses in Broadband Communications and Advanced Wireless Technologies. Prior to this appointment she was with Bell Laboratories, Wireless Research, Lucent Technologies, (later Alcatel-Lucent, now NOKIA), in Swindon, UK, (January 1999 – April 2009).
Professor Alexiou is a co-recipient of Bell Labs President’s Gold Award in 2002 for contributions to Bell Labs Layered Space-Time (BLAST) project and the Central Bell Labs Teamwork Award in 2004 for role model teamwork and technical achievements in the IST FITNESS project. Professor Alexiou is the Chair of the Working Group on Radio Communication Technologies and of the Working Group on High Frequencies Radio Technologies of the Wireless World Research Forum. Her current research interests include radio interface for 6G systems, MIMO, THz wireless communication technologies, Reconfigurable Intelligent Surfaces, Joint Communications and Sensing Machine Learning for wireless systems. She is the project coordinator of the (H2020) TERRANOVA project and the technical manager of (H2020) ARIADNE project and (SNS JU) INSTINCT project.

Prof. Ross Murch is a Chair Professor in the Department of Electronic and Computer Engineering (ECE) and an IAS Fellow in the Institute of Advanced Study both at the Hong Kong University of Science and Technology (HKUST). He is also the founding Editor-in-Chief of the IEEE Journal of Selected Topics in Electromagnetics, Antennas and Propagation and its inaugural issue is on integrated sensing and communication (ISAC) and it is scheduled to be published in Q4, 2025. Prof. Murch’s research focus is creating new RF wave technology for making a better world. His unique expertise lies in his combination of knowledge from both electromagnetics and wireless communication systems and he has published widely in both areas. He became a Fellow of IEEE for his “Contributions to Multiple Antenna Systems for Wireless Communication” in 2010. He is also a Fellow of HKAE, NASI, IET, HKIE and in 2023 he won the IEEE Communications Society Wireless Technical Committee Recognition Award. He was also an Area Editor for IEEE Transactions on Wireless Communications and a Guest Editor for IEEE Proceedings. Prof. Murch also enjoys teaching and has won several teaching awards. He has served IEEE in several roles and has been Department Head of ECE@HKUST from 2009-2015. He received his Bachelor’s and Ph.D. degrees in Electrical and Electronic Engineering from the University of Canterbury, New Zealand.
Mr Jenkin Suen has been appointed as the Chairman of the Communications Authority, a unified regulatory body overseeing the converging telecommunications and broadcasting sectors in the Hong Kong Special Administrative Region (HKSAR) since April 2025.
Mr Suen has also been appointed as the Recorder of the Court of First Instance of the High Court in the HKSAR since August 2024. He is also currently the Chairman of the Copyright Tribunal and the Pharmacy and Poisons Appeal Tribunal, the Deputy Chairman of the Administrative Appeals Board, and a member of the Criminal and Law Enforcement Injuries Compensation Boards, the Air Transport Licensing Authority and the Higher Rights Assessment Board in the HKSAR.
Mr Suen obtained his LL.B. and P.C.LL. from the University of Hong Kong in 1999 and 2000 respectively. He further acquired a Bachelor of Civil Law degree from the University of Oxford in the United Kingdom in 2001 and a Master of Arts degree from the University of Hong Kong in 2013. He was called to the Hong Kong Bar in 2004 and appointed as Senior Counsel in 2019, and has been in private practice in the HKSAR since 2004.

Mr Wilson Lee has been working in the areas of spectrum management and technical regulations in the Office of the Communications Authority (“OFCA”) of Hong Kong for over 20 years. Mr Lee is currently working as the Assistant Director (Operations) of OFCA overseeing a technical team consisting of telecommunications engineers for planning of radio spectrum to support the development of radiocommunications networks in Hong Kong, and assigning specific frequencies to relevant spectrum users in both government and non-government sectors. Besides, he also manages an enforcement team consisting of technical inspectors to undertake radio monitoring duties and enforcement actions. Moreover, he also supervises a licensing and support team consisting of a number clerical staff and technical inspectors, handling applications of various telecommunications licences and inspection of radio equipment respectively.
Dr. Tassos Lyratzis is an Electrical & Computer Engineer and holds a PhD in the field of Telecommunications & Computer Networks (1994). During his PhD studies, he worked as a specialist in Telecommunications in various European research projects.
He is working in EETT since 2001, in the Spectrum Directorate. He has been the Head of the Spectrum Management Department (2003-2006) when EETT was involved in the Spectrum Management of the Olympic Games of Athens in 2004. Since 2011 he is Head (Director) of Spectrum Division of EETT. He participates in international activities in European Union Regulatory bodies like the Radio Spectrum Committee (2003-2006) and the Radio Spectrum Policy Group (2011 – today).
In 2016 he became the co-rapporteur for the Working Group 5G “Spectrum related aspects for next-generation wireless systems (5G)” in RSPG.
Ross is a long-term special adviser to the GSMA on government affairs across a number of issues affecting mobile broadband growth. He fulfils this role through his consultancy business RB Communications. Prior to this Ross worked at Access Partnership where he served as a director charged with government affairs and as a financial analyst for the mobile and satellite industries at TelecomFinance.
José Arias is an advocate, strategist, and advisor to the Nokia Leadership Team in public policy, technology regulation, connectivity, and digitalization to enable respective portfolio and business strategies.
José previously was Head of Government Affairs for LATAM North & the Caribbean in Nokia, former General Director of Spectrum Planning, and Director of Wireless Technologies at the Mexican regulator, where he held several leadership roles in international organizations, including Chair of the Terrestrial Services Committee at ITU, and worked in Alcatel-Lucent in the fields of business development, corporate strategy, pre-sales, and wireless network design.

The concept of a “network of networks” delivering seamless connectivity across diverse technologies and platforms is something that has been talked about for years. While 5G hinted at achieving this vision, the full potential remained unrealized. This session will explore the extent to which 6G could finally deliver on the promise, and unify terrestrial, satellite, Wi-Fi, and IoT networks into a single, interoperable framework, enabling truly ubiquitous connectivity. It will explore the challenges that would need to be overcome, including technical complexities, regulatory hurdles, and operational barriers; and the technological innovations that would be required. This session will shed light on the transformative potential of 6G to unify global networks and the roadmap to overcome the challenges in achieving this vision.

Chris Woolford is Ofcom’s Director of International Spectrum Policy where his responsibilities cover the UK’s international spectrum interests, especially in relation to the ITU, CEPT and EU. He is a member of Ofcom’s Spectrum Executive Team and Strategy Steering Group.
Chris is active in various European spectrum committees and currently represents the UK on the Radio Spectrum Policy Group (RSPG). He has closely engaged for the UK on a number of key European and international spectrum initiatives and led the UK delegations to WRC-15 and WRC-12.
Before joining Ofcom, Chris worked in various UK Government Departments, including 6 years at Oftel, where he worked on different aspects of telecommunications regulation. Chris has a degree in mathematics and statistics from Manchester University.
As Vice President of Technology and Spectrum, Alex directs Omnispace’s technology and spectrum regulatory agenda and oversees its relationship with government and regulatory agencies across the Asia Pacific Region. Alex works with Ministries, policy makers and independent regulators on radio spectrum matters and regulations for MSS satellite communications, and their intersection with mobile broadband wireless access systems such as 5G and Wi-Fi. Alex also interfaces with the International Telecommunications Union and the Asia Pacific Telecommunity to coordinate regional and international efforts in support of Omnispace’s business priorities, including deployment of 3GPP-based 5G Non-Terrestrial Networks globally in the 2 GHz S band.
Alex has 24 years of experience in wireless technology policy development. This includes 11 years working with the Ministry of Economic Development of New Zealand, where he developed national spectrum management policies and plans and led New Zealand’s international position at numerous bi-lateral, multi-lateral, and U.N. treaty level negotiations. He also spent 13 years directing Qualcomm’s regulatory and spectrum position across the South-East Asia, Taiwan and the Pacific.
Alex has his master’s degree in Electronics from the University of Otago (NZ) and an undergraduate degree in Physics from the University of Canterbury (NZ).
Prior to joining GSA, Adrian Scrase worked within the European Telecommunications Standards Institute (ETSI) from 1992, serving as Chief Technical Officer from 2003. He played an active role in the creation of 3GPP and was responsible for operational support to that project from 1999 until 2023. He has extensive experience in the operation and management of international standardisation activities and in the setting of strategies that ensure the success of those activities. Before joining ETSI, he worked within the UK Government on Radio Regulation and International Standardization matters. Adrian is a Visiting Professor at Surrey University, UK, and a Fellow of the Wireless World Research Forum (WWRF).

Mr. Takehiro Nakamura is now Chief Standardization Officer in NTT DOCOMO, Inc. Mr. Nakamura has been engaged in R&D and the standardization activities for advanced radio and network technologies of W-CDMA, HSPA, LTE/LTE-Advanced, 5G and 6G, and engaged in strengthening inter-industry collaboration. He has been contributing to standardization activities in ARIB, ITU and 3GPP since 1997, including as vice chair and chair of 3GPP TSG-RAN from 2005 to 2013.
Currently, he plays important roles to promote and accelerate 5G and 6G in Japan and globally as the Acting Chairman of Strategy & Planning Committee and the leader of Millimeter wave Promotion Ad Hoc of 5G Mobile Communications Promotion Forum(5GMF), the leader of Cellular System Task Group of ITS Info-communications Forum, the leader of White Paper Subcommittee in Beyond 5G Promotion Consortium in Japan and the Board member of 5G-ACIA.
Marja Matinmikko-Blue is the Research Director of the Infotech Oulu Institute and Director of Sustainability & Regulation at 6G Flagship at the University of Oulu, Finland, where she also holds an Adjunct Professor position in spectrum management. She completed her Doctor of Science degree in communications engineering in 2012, and Doctor of Philosophy degree in industrial engineering and management in 2018 at the University of Oulu. She has been conducting multi-disciplinary research into the technical, business, and regulatory aspects of future mobile communication systems in close collaboration with industry, academia, and regulators for over two decades. Uwe Löwenstein joined ITU in April 2020 as Counsellor for ITU-R Study Group 5 (Terrestrial Services) in the Radio Communications Bureau (BR) of ITU-R.
Before joining the United Nations, he worked for more than 20 years at Telefónica (o2) Germany, starting there in 1997, when “VIAG Interkom” built up the 4th GSM network in Germany. Based in Munich, he was responsible for the Telefónica activities in terms of spectrum management, frequency coordination and Electro-Magnetic Compatibility (EMC). In his role, he supported the Telefónica local operating businesses in their representation towards the national Regulatory Authorities (BNetzA) and participated at the German UMTS auction (2000), the 4G/LTE-auction (2010 & 2015) as well as the 5G-auction in 2019. Furthermore, he was the Telefónica representative at ITU-R WP5D and ECC/CEPT PT1 (both responsible for IMT) and member of the German delegation at WRC-03 / WRC-07 / WRC-12 / WRC-15 and WRC-19.

Philip Marnick is the General Director of the Telecommunications Regulatory Authority (TRA). He was appointed early January 2022 by the Members of the Board, to assume the position, paving the way for a more effective regulatory framework by continuing the evolution of the telecom sector liberalization.
Mr Marnick leads the TRA, including the development of consumer protection initiatives and resolving disputes. The TRA develops regulatory rules that promote competition, innovation, and investment in broadband services and facilities, as well as developing a more comprehensive and competitive framework that aligns with international best practices. Ensuring that Bahrain remains a center of innovation and that its telecommunications sector serves everyone while supporting Bahrain’s strategic objectives.
Before assuming his role at the TRA, Mr Marnick managed and directed at Ofcom in the UK, where he was the Group Director of Spectrum responsible for all aspects of UK national and international spectrum management – from strategy to delivery including awards, clearance and enforcement. Mr Marnick has worked in the telecommunications sector for over 30 years. He has served as a senior executive in technology, operations, and strategy. Mr Marnick has worked in both start-ups (from inception to sale) and major corporations, in firms such as UK Broadband, O2, Orange, BT, J-Phone in Japan (now Softbank Mobile), Extreme Mobile, and SpinVox (now Nuance).
From analogue to 5G, he has engaged across every mobile generation. Throughout his carrier he has been at the forefront of industry developments – in both fixed and mobile. He has collaborated on the first deployments of mobile networks utilizing new technologies and standards, this has also included innovative products such as the first camera phone and photo messaging service, as well as mobile internet and hosted voice services.
ALEKSANDER SOŁTYSIK is an attaché for the telecommunication sector in the Permanent Representation of Poland to the European Union and represents Ministry of Digital Affairs in the Council of the European Union. The main responsibilities are matters regarding radio spectrum, gigabit infrastructure, artificial intelligence and Digital Decade. Currently he is the Chair of the Radio Spectrum Policy Group – a high-level advisory group that assists the European Commission in the development of radio spectrum policy. He is also an outgoing co-rapporteur of the RSPG Working Group on Peer Review and Member State cooperation on authorizations and awards, which is responsible for annual reports on the implementation of the art. 35 of the European Electronic Communications Code. Aleksander was the Head of International Telecommunication Unit at the Ministry of Digital Affair, engaged in the International Telecommunication Union’s and CEPT matters, mainly focusing on the preparations for the World Radiocommunication Conferences. He was a Kosciuszko Foundation scholar at the Hoover Institution, Stanford University and hold a PhD degree from the Jagiellonian University in Cracow.

Peng serves as the Vice-President of Policy & Regulatory at GSOA, where he spearheads advocacy efforts in critical policy and regulatory domains, including spectrum management, market access, and national policy initiatives. With a rich background in the telecommunications sector and expertise across mobile and satellite industries, he’s been advising governments and telecom industry globally.
Before joining GSOA, Peng played a pivotal role at Eutelsat OneWeb in shaping international regulatory and policy frameworks, focusing on delivering satellite licensing structures to accommodate Low Earth Orbit (LEO) constellations, and tailoring satellite regulatory procedure during WRC-23. Prior to this, at GSMA, Peng was responsible for the global campaign aimed at optimizing spectrum licensing conditions for mobile operators worldwide. He led a diverse team of policy experts across developing markets, engaging policymakers and regulators to advocate for industry best practices in telecom policy.
Peng holds a Master’s degree in Telecommunication from the Swiss Federal Institute of Technology of Lausanne, complemented by an Executive MBA from the London Business School. Peng is fluent in English, Mandarin, and French.
Dr. Madhusanka Liyanage is an Assistant Professor/Ad Astra Fellow and Director of Graduate Research at the School of Computer Science, University College Dublin, Ireland. He received his Doctor of Technology degree in communication engineering from the University of Oulu, Oulu, Finland, in 2016. He was also a recipient of the prestigious Marie Skłodowska-Curie Actions Individual Fellowship and Government of Ireland Postdoctoral Fellowship during 2018-2020.
In 2020, he received the “2020 IEEE ComSoc Outstanding Young Researcher” award by IEEE ComSoc EMEA. In 2021 and 2022, he was ranked among the World’s Top 2% Scientists (2020 and 2021) in the List prepared by Elsevier BV, Stanford University, USA. Also, he was awarded an Irish Research Council (IRC) Research Ally Prize as part of the IRC Researcher of the Year 2021 awards for the positive impact he has made as a supervisor. In 2022, he received “2022 The Tom Brazil Excellence in Research Award” by SFI CONNECT Center. Moreover, Madhusanka received a Special Commendation for IRC Early Career Researcher of 2022 by Irish Research Council, Ireland.
Dr. Liyanage’s research interests are 5G/6G Security, Blockchain, Artificial Intelligence (AI), Explainable AI and Federated Learning (FL)security, Network Slicing, Internet of Things (IoT) and Multi-access Edge Computing (MEC). He has co-authored over 150 publications, including three authored books, four edited books and several patents in mobile network security domain. He is also an expert consultant at European Union Agency for Cybersecurity (ENISA) and a Funded Investigator of Science Foundation Ireland CONNECT Research Centre, Ireland. Moreover, he is an expert reviewer at different funding agencies in Europe, Asia and Oceania regions.

Dr Eddy Chiu is a Senior Director of Communications Technologies R&D with over 15 years of experiences ranging from basic research to product development as well as commercialization and consultancy services. Dr Chiu’s R&D focus includes 1) base station and terminal solutions for cellular network and non-terrestrial network; 2) communications, navigation, and surveillance technologies for low-altitude economy; and 3) wireless communications network design, deployment, and use cases. Dr. Chiu is a Senior Member of the IEEE, the Vice Chair of the IEEE Hong Kong Section in 2022 and 2023, and the Treasurer of the IEEE Hong Kong Section in 2020 and 2021.
Havish Koorapaty has B.S., M.S., and Ph.D. degrees in Computer Engineering from North Carolina State University. He has more than 25 years of experience with Ericsson, where he has worked in the general area of wireless communications systems including cellular and satellite systems. His work spans a wide range of topics including error control coding, location determination and tracking, mobile phone systems engineering, 4G and 5G broadband wireless system design, wireless backhaul solutions, energy efficiency, spectrum sharing and small cells. He has over 250 technical papers and patents in these areas and was the recipient of the Ericsson Inventor of the Year award in 2016.
Havish has represented Ericsson in standardization efforts in the 3GPP, ATIS, TIA, IEEE, ETSI and O-RAN standardization bodies. He has been involved in standardization efforts in 3GPP for 5G NR and LTE including serving as the rapporteur for the licensed-assisted access study and work items. He was the recipient of the 3GPP Excellence Award in 2015. Havish served as a vice-chairman in 3GPP RAN1 from November 2017 to November 2021 and as a founding co-chair for the O-RAN next Generation Research Group (nGRG) from July 2022 to October 2023. He currently works on 6G systems, serving as the technical coordinator for Ericsson’s contributions to the ATIS Next G Alliance as well as monitoring 6G initiatives globally. He is a co-chair of the Steering Group in the Next G Alliance as well as a co-chair of the ATIS Open RAN Committee.
Prior to joining GSA, Adrian Scrase worked within the European Telecommunications Standards Institute (ETSI) from 1992, serving as Chief Technical Officer from 2003. He played an active role in the creation of 3GPP and was responsible for operational support to that project from 1999 until 2023. He has extensive experience in the operation and management of international standardisation activities and in the setting of strategies that ensure the success of those activities. Before joining ETSI, he worked within the UK Government on Radio Regulation and International Standardization matters. Adrian is a Visiting Professor at Surrey University, UK, and a Fellow of the Wireless World Research Forum (WWRF).
Dr. Muhammad Alrabeiah is a wireless technologies researcher, assistant professor, and advisor. He works as a research and innovation advisor to the communication, space, and technology commission of Saudi Arabia. His contributions in that role are of strategic and technical nature; he works on enabling the adoption of innovative wireless solutions and emerging wireless technologies within the Saudi telecom industry through the development of strategic initiatives. He also lends his technical expertise to various CST departments and advises them on matters related to the regulation of the local telecom industry.
In addition to his role at CST, Dr. Alrabeiah holds an assistant professor position in the faculty of engineering at King Saud University (KSU), Riyadh, Saudi Arabia, where he contributes to the research and development of the field of wireless communications. His contributions to the field have been published in top-tier journals and conferences, and they have earned him a spot on Stanford’s 2023/24 list of top-2% most-cited engineering researchers.

Dr. Chung is the Head of Technology & Strategy in the Group CTO Office at PCCW-HKT Group, where he leads the organization’s technology roadmap and strategic development. He also serves as a board member of Lynx Analytics, representing the group.
Before joining HKT/PCCW, Chung contributed to the Big Data/AI strategy at Telstra, as well as its international growth strategy. Prior to his time at Telstra, Chung was an Associate Partner at Cluster Technology Limited, which provides professional services and solutions in high-performance computing, machine learning, big data, and public cloud to the Greater China market. In 2008, Chung joined McKinsey & Company in the Hong Kong office. He holds a DPhil in Information Engineering from the University of Oxford and was a recipient of the Croucher Foundation Scholarship for his research in wireless ad-hoc networks. Chung also holds a BEng and MPhil in Information Engineering from the Chinese University of Hong Kong.
Mr. Saneh Saiwong is currently responsible for overall supervision and implementation of policy and strategy development activities for spectrum and satellite management in Thailand. He carries out and manages spectrum/satellite policy and planning, spectrum engineering, and international and national spectrum/satellite coordination.
He has been a regular participant in ITU conferences and meetings, notably WRC and relevant ITU-R Study Groups/Working Parties. He is also active in regional groups and forums such as APT and ASEAN on matters relating to spectrum management and in bilateral coordination schemes, covering both terrestrial and satellite issues.
Prior to joining NBTC, he worked with a private company engaging in satellite communications and later joined government agencies for which his roles and responsibilities encompassed a wide range of standardization, monitoring, licensing and policy and strategy development. He received his Master Degree in Electrical and Computer Engineering from University of Massachusetts Amherst, USA in 1996 and Bachelor Degree in Telecommunications Engineering from King Mongkut’s Institute of Technology Ladkrabang (KMITL), Thailand in 1993.
The transition from one generation of connectivity to the next is never without debate, and the move toward 6G is no exception. This panel will explore whether 6G will bring about a revolutionary shift requiring entirely new hardware and network architecture, evolve as a software-driven upgrade building on 5G foundations, or whether the reality may be somewhere in the middle. With operators wary of the financial burden of another large-scale equipment replacement, it will address the extent to which new radio interfaces and innovative hardware will be necessary; as well as examining the potential to simplify 6G network architectures to reduce deployment costs and shorten time-to-market. Angeliki Alexiou is a professor of Broadband Communications Systems at the department of Digital Systems, ICT School, University of Piraeus, Greece. She received the Diploma in Electrical and Computer Engineering from the National Technical University of Athens in 1994 and the PhD in Electrical Engineering from Imperial College of Science, Technology and Medicine, University of London in 2000.
Since May 2009 she has been a faculty member at the Department of Digital Systems, where she conducts research and teaches undergraduate and postgraduate courses in Broadband Communications and Advanced Wireless Technologies. Prior to this appointment she was with Bell Laboratories, Wireless Research, Lucent Technologies, (later Alcatel-Lucent, now NOKIA), in Swindon, UK, (January 1999 – April 2009).
Professor Alexiou is a co-recipient of Bell Labs President’s Gold Award in 2002 for contributions to Bell Labs Layered Space-Time (BLAST) project and the Central Bell Labs Teamwork Award in 2004 for role model teamwork and technical achievements in the IST FITNESS project. Professor Alexiou is the Chair of the Working Group on Radio Communication Technologies and of the Working Group on High Frequencies Radio Technologies of the Wireless World Research Forum. Her current research interests include radio interface for 6G systems, MIMO, THz wireless communication technologies, Reconfigurable Intelligent Surfaces, Joint Communications and Sensing Machine Learning for wireless systems. She is the project coordinator of the (H2020) TERRANOVA project and the technical manager of (H2020) ARIADNE project and (SNS JU) INSTINCT project.

Prof. Ross Murch is a Chair Professor in the Department of Electronic and Computer Engineering (ECE) and an IAS Fellow in the Institute of Advanced Study both at the Hong Kong University of Science and Technology (HKUST). He is also the founding Editor-in-Chief of the IEEE Journal of Selected Topics in Electromagnetics, Antennas and Propagation and its inaugural issue is on integrated sensing and communication (ISAC) and it is scheduled to be published in Q4, 2025. Prof. Murch’s research focus is creating new RF wave technology for making a better world. His unique expertise lies in his combination of knowledge from both electromagnetics and wireless communication systems and he has published widely in both areas. He became a Fellow of IEEE for his “Contributions to Multiple Antenna Systems for Wireless Communication” in 2010. He is also a Fellow of HKAE, NASI, IET, HKIE and in 2023 he won the IEEE Communications Society Wireless Technical Committee Recognition Award. He was also an Area Editor for IEEE Transactions on Wireless Communications and a Guest Editor for IEEE Proceedings. Prof. Murch also enjoys teaching and has won several teaching awards. He has served IEEE in several roles and has been Department Head of ECE@HKUST from 2009-2015. He received his Bachelor’s and Ph.D. degrees in Electrical and Electronic Engineering from the University of Canterbury, New Zealand.
Mr Jenkin Suen has been appointed as the Chairman of the Communications Authority, a unified regulatory body overseeing the converging telecommunications and broadcasting sectors in the Hong Kong Special Administrative Region (HKSAR) since April 2025.
Mr Suen has also been appointed as the Recorder of the Court of First Instance of the High Court in the HKSAR since August 2024. He is also currently the Chairman of the Copyright Tribunal and the Pharmacy and Poisons Appeal Tribunal, the Deputy Chairman of the Administrative Appeals Board, and a member of the Criminal and Law Enforcement Injuries Compensation Boards, the Air Transport Licensing Authority and the Higher Rights Assessment Board in the HKSAR.
Mr Suen obtained his LL.B. and P.C.LL. from the University of Hong Kong in 1999 and 2000 respectively. He further acquired a Bachelor of Civil Law degree from the University of Oxford in the United Kingdom in 2001 and a Master of Arts degree from the University of Hong Kong in 2013. He was called to the Hong Kong Bar in 2004 and appointed as Senior Counsel in 2019, and has been in private practice in the HKSAR since 2004.

Dr Jolly Wong is a technology consultant, strategic adviser and independent non-executive member to boards on innovation framework, cybersecurity, mission-critical communications, AI, digital transformation, and smart data analytics.
He served as the Assistant Commissioner for Police (Acting) and Chief Technology Officer of the Hong Kong Police Force. Jolly is an Honorary Adviser of the Communications Association of Hong Kong and an independent technology consultant on the Private 5G use cases for the Airport Authority Hong Kong, now advising Hongkong Electric and ATAL Engineering Group on strategic technology businesses.
He is a Policy Fellow for the Center of Science and Policy at University of Cambridge and a Visiting Professor for the Shanghai University (Institute of Smart City), and Beijing University of Posts and Telecommunications (School of Telecommunications Management). Jolly is currently attaching to the Macao University of Science and Technology as a Guest Professor advising on the Outcomes-based accreditation process and responsible use of AI in education and ethical governance.

Mr Wilson Lee has been working in the areas of spectrum management and technical regulations in the Office of the Communications Authority (“OFCA”) of Hong Kong for over 20 years. Mr Lee is currently working as the Assistant Director (Operations) of OFCA overseeing a technical team consisting of telecommunications engineers for planning of radio spectrum to support the development of radiocommunications networks in Hong Kong, and assigning specific frequencies to relevant spectrum users in both government and non-government sectors. Besides, he also manages an enforcement team consisting of technical inspectors to undertake radio monitoring duties and enforcement actions. Moreover, he also supervises a licensing and support team consisting of a number clerical staff and technical inspectors, handling applications of various telecommunications licences and inspection of radio equipment respectively.
Dr. Tassos Lyratzis is an Electrical & Computer Engineer and holds a PhD in the field of Telecommunications & Computer Networks (1994). During his PhD studies, he worked as a specialist in Telecommunications in various European research projects.
He is working in EETT since 2001, in the Spectrum Directorate. He has been the Head of the Spectrum Management Department (2003-2006) when EETT was involved in the Spectrum Management of the Olympic Games of Athens in 2004. Since 2011 he is Head (Director) of Spectrum Division of EETT. He participates in international activities in European Union Regulatory bodies like the Radio Spectrum Committee (2003-2006) and the Radio Spectrum Policy Group (2011 – today).
In 2016 he became the co-rapporteur for the Working Group 5G “Spectrum related aspects for next-generation wireless systems (5G)” in RSPG.
Ross is a long-term special adviser to the GSMA on government affairs across a number of issues affecting mobile broadband growth. He fulfils this role through his consultancy business RB Communications. Prior to this Ross worked at Access Partnership where he served as a director charged with government affairs and as a financial analyst for the mobile and satellite industries at TelecomFinance.
José Arias is an advocate, strategist, and advisor to the Nokia Leadership Team in public policy, technology regulation, connectivity, and digitalization to enable respective portfolio and business strategies.
José previously was Head of Government Affairs for LATAM North & the Caribbean in Nokia, former General Director of Spectrum Planning, and Director of Wireless Technologies at the Mexican regulator, where he held several leadership roles in international organizations, including Chair of the Terrestrial Services Committee at ITU, and worked in Alcatel-Lucent in the fields of business development, corporate strategy, pre-sales, and wireless network design.

The concept of a “network of networks” delivering seamless connectivity across diverse technologies and platforms is something that has been talked about for years. While 5G hinted at achieving this vision, the full potential remained unrealized. This session will explore the extent to which 6G could finally deliver on the promise, and unify terrestrial, satellite, Wi-Fi, and IoT networks into a single, interoperable framework, enabling truly ubiquitous connectivity. It will explore the challenges that would need to be overcome, including technical complexities, regulatory hurdles, and operational barriers; and the technological innovations that would be required. This session will shed light on the transformative potential of 6G to unify global networks and the roadmap to overcome the challenges in achieving this vision.

Chris Woolford is Ofcom’s Director of International Spectrum Policy where his responsibilities cover the UK’s international spectrum interests, especially in relation to the ITU, CEPT and EU. He is a member of Ofcom’s Spectrum Executive Team and Strategy Steering Group.
Chris is active in various European spectrum committees and currently represents the UK on the Radio Spectrum Policy Group (RSPG). He has closely engaged for the UK on a number of key European and international spectrum initiatives and led the UK delegations to WRC-15 and WRC-12.
Before joining Ofcom, Chris worked in various UK Government Departments, including 6 years at Oftel, where he worked on different aspects of telecommunications regulation. Chris has a degree in mathematics and statistics from Manchester University.
As Vice President of Technology and Spectrum, Alex directs Omnispace’s technology and spectrum regulatory agenda and oversees its relationship with government and regulatory agencies across the Asia Pacific Region. Alex works with Ministries, policy makers and independent regulators on radio spectrum matters and regulations for MSS satellite communications, and their intersection with mobile broadband wireless access systems such as 5G and Wi-Fi. Alex also interfaces with the International Telecommunications Union and the Asia Pacific Telecommunity to coordinate regional and international efforts in support of Omnispace’s business priorities, including deployment of 3GPP-based 5G Non-Terrestrial Networks globally in the 2 GHz S band.
Alex has 24 years of experience in wireless technology policy development. This includes 11 years working with the Ministry of Economic Development of New Zealand, where he developed national spectrum management policies and plans and led New Zealand’s international position at numerous bi-lateral, multi-lateral, and U.N. treaty level negotiations. He also spent 13 years directing Qualcomm’s regulatory and spectrum position across the South-East Asia, Taiwan and the Pacific.

He has extensive experience in the operation and management of international standardisation activities and in the setting of strategies that ensure the success of those activities. Before joining ETSI, he worked within the UK Government on Radio Regulation and International Standardization matters. Adrian is a Visiting Professor at Surrey University, UK, and a Fellow of the Wireless World Research Forum (WWRF).
The ‘6G Futures’ discussions will explore how 6G can be developed in a sustainable and responsible way, and will converge with other technologies to revolutionize industries, urban infrastructure, and consumer experiences.
Sustainability is set to be a central driver for 6G, offering the opportunity to create an ecosystem that delivers meaningful progress toward global climate goals. To achieve this, it is essential to integrate sustainability into the core of 6G’s design and deployment. This session will examine how key principles such as power efficiency, the use of renewable energy and materials, and circular economy practices can shape 6G standards and infrastructure, including energy-efficient base stations and sustainable data centres. It will also highlight the critical role of stakeholders in advancing this agenda through collaboration, policy-making, and practical implementation. Additionally, it will explore the innovative technologies and fresh approaches that are needed in order to achieve the performance and capacity expected from 6G while significantly reducing the network’s energy footprint.

Mr. Takehiro Nakamura is now Chief Standardization Officer in NTT DOCOMO, Inc. Mr. Nakamura has been engaged in R&D and the standardization activities for advanced radio and network technologies of W-CDMA, HSPA, LTE/LTE-Advanced, 5G and 6G, and engaged in strengthening inter-industry collaboration. He has been contributing to standardization activities in ARIB, ITU and 3GPP since 1997, including as vice chair and chair of 3GPP TSG-RAN from 2005 to 2013.
Currently, he plays important roles to promote and accelerate 5G and 6G in Japan and globally as the Acting Chairman of Strategy & Planning Committee and the leader of Millimeter wave Promotion Ad Hoc of 5G Mobile Communications Promotion Forum(5GMF), the leader of Cellular System Task Group of ITS Info-communications Forum, the leader of White Paper Subcommittee in Beyond 5G Promotion Consortium in Japan and the Board member of 5G-ACIA.
Marja Matinmikko-Blue is the Research Director of the Infotech Oulu Institute and Director of Sustainability & Regulation at 6G Flagship at the University of Oulu, Finland, where she also holds an Adjunct Professor position in spectrum management. She completed her Doctor of Science degree in communications engineering in 2012, and Doctor of Philosophy degree in industrial engineering and management in 2018 at the University of Oulu. She has been conducting multi-disciplinary research into the technical, business, and regulatory aspects of future mobile communication systems in close collaboration with industry, academia, and regulators for over two decades. She has published 180+ scientific papers and prepared 160+ contributions to regulatory bodies.

Esmond Chiu is currently the Deputy Director-General (Telecommunications) of the Office of the Communications Authority (OFCA), the Government of the Hong Kong Special Administrative Region. OFCA is the executive arm of the Communications Authority which is the unified regulator for both telecommunications and broadcasting sectors in Hong Kong, China.
Mr Chiu is responsible for overseeing all matters in relation to the regulation of the telecommunications sector, promoting the development of telecommunications infrastructures, management of radio spectrum and enforcement of competition and consumer protection laws in the telecommunications sector in Hong Kong, China.
This session will explore how artificial intelligence will elevate consumer experiences in the 6G era, enabling smarter devices, immersive applications, and personalized solutions. Chris Woolford is Ofcom’s Director of International Spectrum Policy where his responsibilities cover the UK’s international spectrum interests, especially in relation to the ITU, CEPT and EU. He is a member of Ofcom’s Spectrum Executive Team and Strategy Steering Group.
Chris is active in various European spectrum committees and currently represents the UK on the Radio Spectrum Policy Group (RSPG). He has closely engaged for the UK on a number of key European and international spectrum initiatives and led the UK delegations to WRC-15 and WRC-12.
Before joining Ofcom, Chris worked in various UK Government Departments, including 6 years at Oftel, where he worked on different aspects of telecommunications regulation. Chris has a degree in mathematics and statistics from Manchester University.
Chaucer Leung has been appointed Director-General of Communications of the Government of the Hong Kong Special Administrative Region since July 2019. Mr. Leung heads the Office of the Communications Authority and is the ex-officio member of the Communications Authority which is the unified regulator for both telecommunications and broadcasting sectors in Hong Kong. The portfolio of Mr. Leung covers licensing matters for telecommunications and broadcasting sectors, management of radio spectrum, enforcement of the provisions safeguarding market competition and fair trade practices, as well as giving advice to the Government with regard to telecommunications and broadcasting matters.
Mr. Leung is also appointed as the Director of Films, Newspapers and Articles Administration and is responsible in that capacity for enforcing the Control of Obscene and Indecent Articles Ordinance as well as acting as the Film Censorship Authority and the registrar of newspapers.

David Willis, Group Director, Spectrum, Ofcom David Willis has been appointed Group Director, Spectrum, bringing 30 years of technology and telecom experience in government and industry to the role. David joins Ofcom’s Senior Management Team.
He joined Ofcom to oversee its Spectrum Group, which ensures that the UK’s wireless spectrum – a valuable, finite national resource – is used efficiently and effectively.
Most recently David was President of the Communications Research Centre, the Government of Canada’s research centre for advanced wireless telecommunications, spectrum management and helping to improve broadband services for Canadians.
Before this David led the Spectrum Engineering and Planning team at Innovation Science and Economic Development Canada. Here his work included international spectrum standards; wireless spectrum engineering and planning; satellite spectrum policy, licensing and coordination; and leading the Canadian delegation at the 2019 World Radio Communication Conference.
David has also held leadership roles in product management, operations and engineering at BlackBerry and Nortel Networks.
Mario Maniewicz, Director, Radiocommunication Bureau ITU Mr. Mario Maniewicz was elected Director of the ITU Radiocommunication Bureau at the ITU Plenipotentiary Conference 2018 in Dubai, United Arab Emirates. He took office on 1 January 2019.
Mario Maniewicz is an electronic engineer specialized in telecommunications. He has been with the ITU for over 30 years, where he has held various positions of responsibility in the Radiocommunication and Development Bureaux as well as in ITU Regional Offices.
As Director, Mr. Maniewicz is responsible for the management of the Radiocommunication Bureau, which organizes and co-ordinates the work of the Radiocommunication Sector whose aim is to ensure the rational, equitable, efficient and economical use of the radio-frequency spectrum and satellite orbits.
Philip Marnick, General Director, TRA Bahrain Philip Marnick is the General Director of the Telecommunications Regulatory Authority (TRA). He was appointed early January 2022 by the Members of the Board, to assume the position, paving the way for a more effective regulatory framework by continuing the evolution of the telecom sector liberalization.
Mr Marnick leads the TRA, including the development of consumer protection initiatives and resolving disputes. The TRA develops regulatory rules that promote competition, innovation, and investment in broadband services and facilities, as well as developing a more comprehensive and competitive framework that aligns with international best practices. Ensuring that Bahrain remains a center of innovation and that its telecommunications sector serves everyone while supporting Bahrain’s strategic objectives.
Before assuming his role at the TRA, Mr Marnick managed and directed at Ofcom in the UK, where he was the Group Director of Spectrum responsible for all aspects of UK national and international spectrum management – from strategy to delivery including awards, clearance and enforcement. Mr Marnick has worked in the telecommunications sector for over 30 years. He has served as a senior executive in technology, operations, and strategy. Mr Marnick has worked in both start-ups (from inception to sale) and major corporations, in firms such as UK Broadband, O2, Orange, BT, J-Phone in Japan (now Softbank Mobile), Extreme Mobile, and SpinVox (now Nuance).
From analogue to 5G, he has engaged across every mobile generation. Throughout his carrier he has been at the forefront of industry developments – in both fixed and mobile. He has collaborated on the first deployments of mobile networks utilizing new technologies and standards, this has also included innovative products such as the first camera phone and photo messaging service, as well as mobile internet and hosted voice services.
Charles Cooper, Associate Administrator, NTIA Charles Cooper is Associate Administrator in NTIA’s Office of Spectrum Management. He leads the agency’s work on national and international spectrum policy issues, and oversees spectrum management efforts for federal agencies. He is responsible for frequency assignment and certification, and other strategic planning functions including development of innovation approaches to spectrum sharing.
Before joining NTIA in July, 2019, Cooper was the Enforcement Bureau Field Director at the Federal Communications Commission (FCC) where he managed the nationwide enforcement of spectrum interference affecting public safety communications, FCC licensees and Federal agencies. Prior to serving as Field Director, Cooper was District Director of the FCC’s Los Angeles Field Office.
Cooper also served as senior engineer and partner with du Treil, Lundin, and Rackley, Inc., an engineering firm specializing in radio frequency coordination and design. Cooper is a recognized subject matter expert on engineering principles applicable to a wide mix of communications technologies. He is a member and two-term past president of the Association of Federal Communications Consulting Engineers (AFCCE).
Erzsébet Fitori, Executive Director, Smart Networks and Services Joint Undertaking, European Commission Erzsébet Fitori has been appointed as the Executive Director of the Smart Networks and Services Joint Undertaking in October 2023. Previously, she was responsible for Vodafone Group’s engagement with the EU institutions and stakeholders, heading Vodafone’s Brussels office and as Board Director in industry organizations. Before joining Vodafone in 2020, Erzsébet was Director General of the FTTH Council Europe, the pan-European trade association representing over 160 technology innovators, network operators, and investors across the fiber value chain. As chief executive, she focused on transforming it into a growing organization, increasing its membership base, revenues, and engagement with key decision-makers. She joined the European Competitive Telecommunications Association (ECTA), where she represented 100+ challenger telecom operators. As Director of ECTA, she oversaw its public policy, regulatory, and PR activities and led ECTA’s engagement with the EU institutions, national regulators, and governments. Before joining ECTA, she was Head of Regulatory Affairs at Telenor Hungary in Budapest. In her early career, Erzsébet was an assistant professor in the department of European law and private international law at the University of Miskolc, Hungary.
Artur Coimbra, Commissioner, ANATEL Brazil Artur Coimbra de Oliveira has a bachelor’s and master’s degree in Law from UnB, with an MBA in Business Management from Fundação Getúlio Vargas. He has been a member of the Federal Prosecutor’s Office since 2007, having previously been a Regulatory Specialist at Anatel. He served as an advisor to the Specialized Federal Prosecutor’s Office of Anatel and to the Presidency of the Republic. He was Director of Broadband at the Ministry of Communications and Secretary of Telecommunications from 2011 to 2022. During this period, he participated in the group formulating the National Broadband Program, chaired the Steering Committee of the Geostationary Defense and Strategic Communications Satellite project and He was a member of the Anatel Advisory Board.
Anil Kumar Lahoti, Chairman, TRAI India Shri Anil Kumar Lahoti, Chairman, Telecom Regulatory Authority of India (TRAI) is an officer of the Indian Railway Service of Engineers from the 1984 batch. He had superannuated as Chairman & CEO, Railway Board on 31st August 2023 after a career spanning about 37 years Indian Railway. He is a graduate in Civil Engineering from Madhav Institute of Technology and Science, Gwalior, with gold medal and has master’s degree in engineering (Structures) from IIT Roorkee. He has worked in various positions in the Central, Northern, North Central, Western, and West Central Railway, as well as in the Railway Board.
Besides Chairman & CEO, Railway Board, some of the important positions held by Shri Anil Kumar Lahoti include Member Infrastructure, Railway Board, General Manager of Central Railway and Western Railway, Divisional Railway Manager, Lucknow, Northern Railway, Chief Administrative Officer (Construction), Northern Railway and Executive Director, Railway Board. Post his retirement, Ministry of Railway had appointed him to a One-Man Expert Committee for improvement in inspection and maintenance of track. In December 2023, Gati Shakti Vishvavidyalaya, Vadodara, a Central University appointed him as a Distinguished Visiting Professor.
His expertise includes railway operations, track maintenance, project execution and station redevelopment. During his illustrious career, Shri Lahoti initiated several reforms in execution of infrastructure projects and took several initiatives to modernize and mechanize track maintenance on Indian Railways. During his stints as CRB & CEO, GM and DRM, he brought about significant improvement in freight transport performance and took several customer friendly initiatives to improve the quality of service and ease the customer interface. He has also extensively contributed to planning and structuring of station redevelopment projects in various positions served by him.
Shri Lahoti has travelled to various countries in Europe, North America, Asia, and Australia in connection with official assignments. He has undertaken executive training programmes at Carnegie Mellon University, Pittsburgh, USA, SDA Bocconi Business School, Milan, Italy and Indian School of Business, Hyderabad.
Isabelle Mauro, General Director, GSOA Isabelle Mauro is the General Director of the Global Satellite Operators Association (GSOA) that represents the interests of 29 global and regional satellite operators. She reports directly to their Chief Executives.
Under Isabelle’s leadership, GSOA and its member CEOs lead the effort to showcase the benefits of satellite communications for a more inclusive and secure society – vital to bridging the world’s digital divide, achieving the UN’s Sustainable Development Goals and realizing the 5G ecosystem.
Isabelle has 25 years experience in the Telecoms and Technology sector, starting at the GSMA, where she was responsible for government and international Affairs. In 2015 she moved to New York to join the World Economic Forum as Head of Information, Communications and Technology Industries, managing the portfolio for 60+ Tech companies globally and leading initiatives on inclusive and sustainable digital transformation.
Isabelle is passionate about inclusion and sustainability. She is Chair of the High-Level Advisory Board of the DigitalGoesGreen Foundation. She also sits on the Advisory Board of Women in Tech and is a member of the UNESCO Advisory Group for the Declaration on Connectivity for Education.

Robert Mourik, Chairperson & Commissioner, ComReg Ireland Robert Mourik joined ComReg as Commissioner in 2019. From 7 January 2022 he became Chairperson.
Robert has almost thirty years experience in the telecoms sector, as an industry executive and as Government official. Prior to joining ComReg, he worked for Cubic Telecom, a new entrant in the automotive IoT space, where he was responsible for all wholesale activities. Robert spent almost 10 years in Telefonica as the European Regulatory Strategy Director at their corporate HQ in Madrid and as Strategy Director in Ireland. He also worked for Vodafone Group, as its head of the Brussels Office and in the regulatory department in Newbury, UK. In 1991, Robert began his career in the Dutch Department for Transport and Telecommunication and from 1994 until 1999 he served, as Telecom Attaché at the Netherlands’ Permanent Representation in Brussels. He was a Member and Chair of the Council Telecoms Working Group in 1998 when the first telecom regulatory package was adopted. Robert was born in the Netherlands and studied Economics and Public Policy at the Erasmus University in Rotterdam, and the University of Hull (UK).
Kostas Masselos, President, Hellenic Telecommunications & Post Commission (EETT) Professor Konstantinos Masselos has been appointed as the President of the Hellenic Telecommunications and Post Commission (EETT) in February 2018. He has been elected to serve as Vice-Chair of the Body of European Regulators for Electronic Communications (BEREC) for 2019.
In 2006 he joined University of Peloponnese, where he is currently a Professor in Computing Systems Design in the Department of Informatics and Telecommunications. Konstantinos served as Rector of the above university the period 2012-2017. During the period 2005 to 2008, he was Lecturer in digital systems at the Imperial College London. Also from 2010 to 2016 he served as Honorary Lecturer in the Department of Electrical and Electronic Engineering, at the Imperial College London. From 2001 to 2004 he joined Intracom Telecom SA in Greece.
Konstantinos has been involved in several research and development projects and has consulting experience in industry and public organizations. Since 2005 he has been regularly involved as an expert in different European Commission units. Additionally, Konstantinos was member of the Scientific Committee of European Cooperation in Science and Technology (COST) organization from 2015 to 2017. He has authored more than 120 papers in international journals and conferences.
Dimitra Simeonidou, Co-Director of the Bristol Digital Futures Institute and Director of the Smart Internet Lab, University of Bristol Dimitra Simeonidou is a Full Professor at the University of Bristol, the Co-Director of the Bristol Digital Futures Institute and the Director of Smart Internet Lab. Her research is focusing on the fields of high-performance networks, programmable networks, Future Internet, wireless-optical convergence, 5G/6G and smart city infrastructures. In the past few years, she is increasingly working with Social Sciences and Humanities on topics of climate change and digital transformation for society and businesses. Dimitra has been the Technical Architect and the CTO of the smart city project Bristol Is Open. She is currently leading the Bristol City/Region 5G and Open RAN pilots.
Dimitra is a member of the DSIT Supply Chain Diversification Advisory Council, a founding member of UKTIN and has led major research projects funded by UKRI and the EC. She is currently coordinating the DSIT REASON project developing blueprint architectures and technologies for 6G.
She is the author and co-author of over 700 publications, numerous patents and several contributions to standards. She has been co-founder of three spin-out companies developing solutions for connected smart infrastructures.

Katrin Sjöberg, Technical Advisor, Volvo Katrin Sjöberg is employed as a technical adviser at Volvo Autonomous Solutions (V.A.S.) in Sweden, entailing involvement in research to final product with focus on frequency spectrum, standardization, and regulation related to wireless connectivity for Volvo products. Since 2009, she has been active in ETSI standardization on intelligent transport system (ITS), where she currently leads the standardization work as chair of ETSI TC ITS WG4 and TC ERM TG37. In addition, she is active in the trade association for European automotive manufacturers ACEA and represents ACEA’s interests in the EC EG-RE (Expert Group on Radio Equipment) and in CEPT. Katrin holds a PhD from Chalmers University of Technology in Sweden.
Matthew Baker, Head of 3GPP Standardization, Nokia Matthew Baker is a Nokia Bell Labs Fellow and leads a RAN standardization team at Nokia. Prior to starting to address 6G, he has contributed to the standardization of 3G, 4G, 5G and 5G-Advanced in 3GPP, where he held the posts of Chairman and Vice-Chairman of 3GPP TSG RAN WG1 between 2009 and 2017. He holds degrees in Engineering and Electrical and Information Sciences from the University of Cambridge, UK. He is a Chartered Engineer and a Member of the Institution of Engineering and Technology, and has been a Visiting Professor at the University of Reading, UK. He is co-editor of the book “LTE – The UMTS Long Term Evolution: From Theory to Practice”, has authored many papers and holds several hundred patents in the field of mobile communications.
David Boswarthick, Director of New Technologies, ETSI David is currently the ETSI Director of New Technologies (NET), which involves tracking the latest ICT technology and business trends and all relevant research initiatives in order to identify appropriate technology standards needs and future opportunities for ETSI.
In addition, he works on outreach initiatives towards the research and academic communities, both in Europe and globally, as well as engaging with key European research programs such as Horizon Europe.
David has more than 30 years’ experience in the telecommunications sector, which includes over 20 years’ working in ICT standardization supporting both 3GPP and ETSI Technical and strategic groups.
Marja Matinmikko-Blue, Director of Sustainability and Regulation of 6G Flagship, University of Oulu Marja Matinmikko-Blue is the Research Director of the Infotech Oulu Institute and Director of Sustainability & Regulation at 6G Flagship at the University of Oulu, Finland, where she also holds an Adjunct Professor position in spectrum management. She completed her Doctor of Science degree in communications engineering in 2012, and Doctor of Philosophy degree in industrial engineering and management in 2018 at the University of Oulu. She has been conducting multi-disciplinary research into the technical, business, and regulatory aspects of future mobile communication systems in close collaboration with industry, academia, and regulators for over two decades. She has published 180+ scientific papers and prepared 160+ contributions to regulatory bodies.
Eric Fournier, Director for Spectrum Planning and International Affairs, ANFR France Eric Fournier is currently Director for Spectrum Planning and International Affairs in the Agence Nationale des Fréquences (ANFR), the French public agency in charge of spectrum management (www.anfr.fr).
In this capacity, he is responsible for preparing the revisions of the French national table of spectrum allocation and for coordinating French positions in international meetings and conferences on spectrum within ITU, CEPT and EU. He was deputy head of the French delegation for RRC-06, WRC-07, WRC-12, WRC-15 and WRC-19.
He is currently chairman of the RSPG, a high-level advisory group that assists the European Commission in the development of radio spectrum policy. He has been involved in all discussions on major evolutions of spectrum in Europe and was Chairman of the Electronic Communication Committee (CEPT/ECC) from 2013 to 2018 and of the European Conference Preparatory Group for the World Radiocommunications Conference 2012 (CPG-12).

Erika Royo Tejedor, Director, Government and Policy Advocacy, Ericsson Erika Tejedor is Director of Government and Policy Advocacy at Ericsson and focuses on ensuring harmonized future spectrum availability for mobile globally, with focus on 5G and 6G. During her career, she has focused on spectrum from different perspectives: research, product development, 3GPP RAN4 and ETSI standardization as well as spectrum regulation. At the moment, Erika focuses on spectrum policy strategies, ITU-R activities and coordination of spectrum related work across the different regions. Erika graduated from the University of Zaragoza (Spain) and the Linköping University (Sweden) and holds a Master in Electrical and Electronics Engineering and Wireless Communications.
Adrian Scrase, Visiting Professor, University of Surrey Prior to joining GSA, Adrian Scrase worked within the European Telecommunications Standards Institute (ETSI) from 1992, serving as Chief Technical Officer from 2003. He played an active role in the creation of 3GPP and was responsible for operational support to that project from 1999 until 2023. He has extensive experience in the operation and management of international standardisation activities and in the setting of strategies that ensure the success of those activities. Before joining ETSI, he worked within the UK Government on Radio Regulation and International Standardization matters. Adrian is a Visiting Professor at Surrey University, UK, and a Fellow of the Wireless World Research Forum (WWRF).

Takehiro Nakamura, CSO, NTT Docomo Mr. Takehiro Nakamura is now Chief Standardization Officer in NTT DOCOMO, Inc. Mr. Nakamura has been engaged in R&D and the standardization activities for advanced radio and network technologies of W-CDMA, HSPA, LTE/LTE-Advanced, 5G and 6G, and engaged in strengthening inter-industry collaboration. He has been contributing to standardization activities in ARIB, ITU and 3GPP since 1997, including as vice chair and chair of 3GPP TSG-RAN from 2005 to 2013.
Currently, he plays important roles to promote and accelerate 5G and 6G in Japan and globally as the Acting Chairman of Strategy & Planning Committee and the leader of Millimeter wave Promotion Ad Hoc of 5G Mobile Communications Promotion Forum(5GMF), the leader of Cellular System Task Group of ITS Info-communications Forum, the leader of White Paper Subcommittee in Beyond 5G Promotion Consortium in Japan and the Board member of 5G-ACIA.

Janette Stewart, Partner, Analysys Mason Janette is one of Analysys Mason’s senior spectrum experts, with 25 years’ experience in radio engineering, wireless technologies, spectrum policy and spectrum management. Janette joined Analysys Mason in 2001, having previously worked for the UK Radiocommunications Agency (now Ofcom).
Janette’s expertise lies in mobile, wireless and broadband technologies and markets and her consulting experience includes advising on market developments in the wireless sector, wireless technology evolution, wireless business modelling, spectrum valuation, spectrum strategy, competition and regulation issues in the wireless market. She has worked with a wide range of public- and private-sector clients including national regulators, government departments, network operators, wireless industry trade associations, equipment vendors and telecoms users.
Her recent focus has been on 5G mobile and she has authored several published reports, including a study for Qualcomm and Ericsson on costs and benefits of 5G deployment in Europe, a study on 5G millimetre-wave deployment in Europe, reports for US industry body CTIA comparing 5G readiness in several world markets and a study on the benefits of cellular V2X technology for the 5GAA. Janette holds a BEng in Electronic Engineering from the University of Edinburgh, and an MSc in Radio Communications from the University of Bradford.
Peng Zhao, Vice President, Policy & Regulatory, GSOA Peng serves as the Vice-President of Policy & Regulatory at GSOA, where he spearheads advocacy efforts in critical policy and regulatory domains, including spectrum management, market access, and national policy initiatives. With a rich background in the telecommunications sector and expertise across mobile and satellite industries, he’s been advising governments and telecom industry globally.
Before joining GSOA, Peng played a pivotal role at Eutelsat OneWeb in shaping international regulatory and policy frameworks, focusing on delivering satellite licensing structures to accommodate Low Earth Orbit (LEO) constellations, and tailoring satellite regulatory procedure during WRC-23. Prior to this, at GSMA, Peng was responsible for the global campaign aimed at optimizing spectrum licensing conditions for mobile operators worldwide. He led a diverse team of policy experts across developing markets, engaging policymakers and regulators to advocate for industry best practices in telecom policy.
Peng holds a Master’s degree in Telecommunication from the Swiss Federal Institute of Technology of Lausanne, complemented by an Executive MBA from the London Business School. Peng is fluent in English, Mandarin, and French.
Luigi Ardito, Senior Director of Government Affairs EMEA, Qualcomm Luigi Ardito is currently working as Director of government affairs for Europe, Middle East and North Africa at Qualcomm and drive Qualcomm spectrum and regulatory policy agenda in Europe and MENA dealing with various government entities and industry organizations. Prior to joining Qualcomm, Luigi worked for over a decade at Sony Corporation both in Japan and in the UK. Luigi gained also professional experience at France Telecom and at the Italian Public Broadcaster RAI.

Ross Bateson, Special Advisor, Spectrum, GSMA Ross is a long-term special adviser to the GSMA on government affairs across a number of issues affecting mobile broadband growth. He fulfils this role through his consultancy business RB Communications. Prior to this Ross worked at Access Partnership where he served as a director charged with government affairs and as a financial analyst for the mobile and satellite industries at TelecomFinance.
Yoko Nakata, Deputy Director, Global Strategy Division, Global Strategy Bureau, MIC Japan Ms. Nakata has entered Ministry of Internal Affairs and Communications (MIC) Japan in 2011.
She has been engaged in many Telecom/ICT policy fields, from International Cooperation in Asian countries to data exchange market. In recent years, she devoted herself in policy making and enforcement of mobile tariffs regulations, promoting competition and consumer protection in Japan. She was also in Personal Information Protection Commission, negotiating with European Commission on Adequacy Decision for GDPR as well as with OECD on Government Access discussion, enhancing Data Free Flow with Trust (DFFT). He is leading Network Softwarization and Security Labs (NetsLab) at the UCD School of Computer Science is a dynamic research group leading the charge in enhancing the security and privacy of next-generation mobile networks, including 5G and 6G. He is also acting as an Adjunct Professor at the University of Oulu, Finland, University of Ruhuna, Sri Lanka and the University of Sri Jayawardhanepura, Sri Lanka. He received his Doctor of Technology degree in communication engineering from the University of Oulu, Oulu, Finland, in 2016. He was also a recipient of the prestigious Marie Skłodowska-Curie Actions Individual Fellowship and Government of Ireland Postdoctoral Fellowship during 2018-2020. In 2020, he received the “2020 IEEE ComSoc Outstanding Young Researcher” award by IEEE ComSoc EMEA. In 2021,2022 and 2023, he was ranked among the World’s Top 2% Scientists (2020, 2021 and 2022) in the List prepared by Elsevier BV, Stanford University, USA. Also, he was awarded an Irish Research Council (IRC) Research Ally Prize as part of the IRC Researcher of the Year 2021 awards for the positive impact he has made as a supervisor. In 2022, he received “2022 The Tom Brazil Excellence in Research Award” by SFI CONNECT Center. Moreover, Madhusanka received a Special Commendation for IRC Early Career Researcher of 2022 by Irish Research Council, Ireland. He has co-authored over 200 publications, including three authored books, four edited books and several patents in mobile network security domain. Moreover, he is an expert reviewer at different funding agencies in Europe, Asia and Oceania regions.
Timothy O’Farrell, Chair in Wireless Communication, University of Sheffield Professor Timothy O’Farrell currently holds the Chair in Wireless Communication at the Department of Electronic and Electrical Engineering, University of Sheffield, UK. He specializes in the design of energy efficient wireless networks, direct digitisation in multiband software defined radios, and waveform design for wireless communication systems. To date, he has published over 335 papers and led 26 major research projects on these topics. Professor O’Farrell was Academic Coordinator of the mVCE Green Radio project (2009-12); General Chair of the 5th International Workshop on Next Generation Green Wireless Networks (Next-GWiN 2018); and director of the UK Research Strategy Community Organisation in Communications, Mobile Computing and Networking (CommNet2, 2015-19). He is a chair of the GreenNet workshop at the IEEE International Conference on Communications in Rome 2023. He is director of the UKRI National 6G Radio Systems Facility, a director of the mVCE (mobilevce.com); and a member of the DSIT College of Experts (gov.uk/dsit) advising the UK government on wireless digital infrastructure.

Richard Marsden, Managing Director, Nera Economic Consulting Richard Marsden specializes in market design, including auctions and trading, bidding strategy, and related competition, pricing, regulatory, and public policy issues. He applies this expertise to multiple industries, including broadcasting, energy, mobile telephony, procurement, radio spectrum, technology, and transport to help his clients create or participate in new marketplaces.
Over the last 20 years, Mr. Marsden has provided guidance to regulators, private companies, and law firms in more than 50 countries. His teams at NERA are particularly well known for their work on the design and implementation of high-value auctions and the development of effective bid strategies. To support this work, the team has developed a suite of software tools for running, simulating, and analyzing auctions.
In the communications sector, Mr. Marsden’s experience includes auction design and implementation, bid strategy advisory work, expert witness reports, and litigation support concerning spectrum allocation, spectrum pricing, spectrum valuation, and mobile market competition. He has advised clients on spectrum auction design and implementation for 4G and 5G mobile spectrum in Belgium, Mexico, Saudi Arabia, Singapore, and South Africa. Mr. Marsden has also provided bid strategy advice to mobile operators participating in auctions for 4G and 5G mobile frequencies in more than 30 countries, including spectrum auctions in Australia, Brazil, Canada, Germany, Spain, the UK, and the US.
